It would likely require at least some knowledge of how to get there, but then we all have had time to learn. That may not narrow it down as much as one might hope.

The chances of finding both are low, but the chances of finding at least one are greater, if there are two.

Their motivations, on the other hand, may depend. I have begun to wonder-- we have been told nova is drawn to emotions, have we not? And if it is needed to stabilize this realm, it is possible some believe that drastic measures would produce more, or do so more efficiently.
It is just as possible that they would not be wrong, though I have yet to delve deeper into that.
If emotions are required, then... yes. I could easily see myself becoming a target.
